I would imagine that you could ask the journal you are interested in if this is possiblity. I have seen it in the JOSPT . (www.jospt.org) A link to a video was given in the article. A link to slides is sometimes made as well. I found this a very valuable extra service of both author and journal.
Sorry Gyanshahkar, you are right. Although it is always worth your while to ask for a discount. Publishers sometimes do take kindly to these requests. The price for having biomedcentral journals openaccess is actually being paid for by the contributors it would seem.
I second the idea of asking for a waiver--most open access journals are receptive to requests coming from low- or middle-income country researchers. A lot of journals accept videos as supplementary ,materials. It is more common with surgical journals I think. Atleast in oral and Maxillofacial surgery journals, it has become a common practice (IJOMS, BJOMS etc;) that they accept extra video material which can be made available online. The reason is that sometimes they have a limit on the number of images / tables that can be included and the author wishes to add extra material which are then placed online. If you want everyone to have an access to it, then it might not be an answer ...
Open source journals have to levy a fee because they are not getting paid by the readers ... and they have limited resources. But most elsivier journals permit you to pay a fee and make the article available as open source (but the fees are exhorbitant! :( as far as I know) ...
