I need to provide intermittent (say 1 hour once ) flow of water into the solar still. For that is there a possibility of using timer circuit or any other electronic devices ?
I would support you suggestion and also would recommend that a flow meter (not a flow control valve) be connected in series with an on/off contact switch that opens the electric circuit when the timer times out (@ 60 minutes). When the circuit opens, the electric current to the flow meter stops and thus the flow meter stops. After 60 minutes, the timer resets and the on/off switch closed the circuit and the cycle continues.

The solenoid valve with programmable controller is the way to go. Here in our lab we use the Chrontrol controller, which is pretty simple to use, but I'm sure there a variety of options available.
It is possible but requires adequate understanding of application requirement. This is because water in pipe mass flow rate is dynamic and uncertain. A float ball control valve can be used to automate process or a manual approach of using quick shut valve
Let´s admit that you have a ball valve with a constant opening AND the flow is constant also (constant net head); in this case, you can simply to control an stop-open cycle, by installing (for instance) a electro actuator that comands open or closed the valve as a function of period that you fix on a timer.
If you need a constant value of discharge with a variable net head and, from time to time, you close the ball valve during certain period, it´s possible to complement the automatism system including a PID closed loop control system and flow measurement as variable to be controled in fuction, for instance, of upstream head.
This kind of control can be done since small valves till large and complex hydro turbines, introducing constant power control and for water discharge amount that can reach 1000m3/s.
