We have submitted a COVID-19 pandemic policy insight paper in August 2020 in a popular peer-reviewed journal in India. By November 2020 we received the acceptance mail from the journal editor. As per the journal policy, articles accepted for publication can take up to 12 months from the date of acceptance to appear in print. However, it is not published until November 2021. The policy relevance of the paper has also been diminished by this time. Though we have made repeated enquiries regarding this, we did not get any response from the editor. The contact number provided on the journal website is not functioning. What should we do now?
If the given contact phone number is not working it might be a predatory journal. However, predatory journals do not take so much time to publish.
I think there is no such forum to help you. Court case might be the only option. You send them mails repeatedly and preserve them as evidence

It does not seem to be a journal problem for the delay, but rather the topic is the problem. I noticed that certain papers discussing the Covid 19 are delayed or rejected, especially if the paper carries a criticizing tone.
In this case, it appears that the editors of the journal are not comfortable with the contents of the paper, although they accepted it initially. Going to court is no solution since the right of publishing or rejecting the paper remains exclusively with the editors. The best option is to withdraw your paper and send it to some other journal.
You cannot take any action against a journal except for issues related with plagiarism.
