Is there any good guide to tell deciduous and permantent teeth apart, specially in afrotherian mammals?

A colleague is dealing with sirenians, and it seems to be really important to identify if the teeth are deciduous molariform premolar or a permanent molar. Any ideas?

You can have a rather good idea from the the roots (if they are preserved) and from the state of wear.
