I'm not sure if IRPal 2 is what you're looking for as it only covers organic compounds. I'm not aware of any IR software with a mineral database.

However, there is a freely available program for Raman with an extensive mineral database called Crystalsleuth. It is developed as part of the Rruff project and can be downloaded from their website. The Rruff project website itself does give not only Raman but IR spectra of a lot of minerals and can be searched by mineral name and chemical composition.
