I'm trying to categorise requests in my data using the framework first suggested in Blum-Kulka, Shoshana, Juliane House, & Gabriele Kasper. 1989. Cross-cultural pragmatics: Requests and apologies.

My question is - are all questions requests even though syntactically they do not fit into the above framework. I'm talking abut things like "how can I improve my English" or "can I ask when you will require the work to be done by and when you plan to send the first chapter?"

which feels like a request for information, in Blum-Kulka's framework would this be categorized as as a strong or mild hint, or is it something else altogether?

EDIT: I totally agree that rhetorical questions are real questions - I'm asking more about the more prosaic everyday sort of questions.

EDIT2: All my data is from email, so there are no intonation, physical context or body language cues to take into account.
