There are indicators determining innovativeness of a country but I have a problem looking for tools to determine innovativeness of a person. Is there a standardized tool for this purpose?
Au contraire. Innovativeness is a personal characteristic and it has been measured. The following article developed and tested a multi‐dimensional measure of individual innovative behavior. It identified descriptions of 289 innovation related behaviors and coded them into a factor structure consisting of the following five dimensions: opportunity exploration, generativity, formative investigation, championing, and application. The resulting measure based on items representing all five factors was found to have an alpha reliability of 0.95 ... remarkably good.

A way to measure the concept of innovativeness is the three-items scale for the Attraction to novelty construct :
- First item : I’m the kind of person who would try any new product at least once
- Second item : When I hear of a new product, I take the first opportunity I have to learn
more about it
- Third item : When I see a new brand somewhat different from the usual ones, I try it
However, I advice you to (1) review the nominal definitions of your concept (choose a definition or invent a new one relevant for your research question), (2) review the operational definition of the associated construct (choose or adapted a construct considering your research question and the chosen nominal definition) , (3) pretest your questionnaire on relevant persons, (4) modify it due to the feedback you collected during the pilot and pretest studies.

Some organizational environments may be more conducive to innovation and creativity than others. It's worth research whether people tend to display innovative behavior and communicate creative ideas when they are encouraged to do so. Just because they choose to stay silent does not necessarily imply a lack of creativity; they may simply be choosing not to take on the status quo.
Nature/Nurture arguments for many years have tried to get at the root of the human psyche and behavior. If creativity is deemed a human characteristic, why then would we not consider the possibility that both the individual and the environment may have effects on the individual's propensity toward innovativeness?
Lastly, I do think that individuals differ in their approach to risk-taking, with some being more risk-averse than others. This may be a variable that interacts with a person's willingness to try new things in life and at work.

Innovativeness is the ability to innovate through application of knowledge, aptitude,and creative bend of mind, which enables one to find opportunity to explore new things or make changes in existing things for effectiveness.
