Is there a recommended core/facility for affordable generation of flox transgenic mouse?

We want to start a new study and need to generate a non-commercially available flox mouse. What is the typical cost for such a mouse generation? The quote I have received is over $20k. Are there any recommended cores or facilities that are reliable and recommended?
