The so-called predatory journals are a growing phenomenon, an intellectual fraud that jeopardizes the quality of the scientific contribution, compromising the activity of authors, reviewers and editors of legitimate scientific journals.
Not really sure about the universally list though, however, I think each country should have invested time and resources into the compilation of such journals.
