It is mentioned in the test procedure (BIS/MoRTH) that while doing combined flakiness and elongation test, the flaky aggregates should be separated initially from the test sample, and the rest is to be tested for elongation index! However, there is a doubt in the last sentence of the codal procedure where it is mentioned to sum/add both indices!

"To determine this combined proportion, the flaky stone from a representative sample
should first be separated out. Flakiness index is weight of flaky stone metal divided by
weight of stone sample. Only the elongated particles be separated out from the remaining (non-flakY) stone metal. Elongation index is weight of elongated particles divided by total non-flaky particles. The values offlakiness index and elongation index so found are added up"

True. First you need to separate out the flaky particles. Now you are left with non-flaky particles. Now, you need to find the amount of elongated particles to the aggregates which passed flakiness test. Finally, you can have numerical sum of flakiness index and elongation index to get Combined F&E Index.
