A VDC system is used to determine in vitro release of semisolid (cream,ointment, and gel) preparations. Typically, 200–400 mg of a cream, ointment, or gel is spread evenly over a suitable synthetic inert support membrane. The membrane, with its application side up, is placed in a vertical diffusion cell (typically of 15-mm diameter orifice), e.g., a Franz cell.
You may use flow through cell or insertion cell for trans-dermal drug delivery

Your answer is a big "NO" but for pilot studies and where unavailabilty of human skin, then it is better to use artificial membrane , further for your kind information, in Sweden , researchers made a novel method of diffusion by using dish sponge cloth (wettex) and concept of SSS for initial and pilot diffusion studies.........
There is a big difference between the purpose for which artificial membrane and skin are used. While artifical membrane might provide some insight into the release of the drug from the formulation it does not provide any information on the permeation. Artifical membranes can help in identifying the dosage from as well as a QC tool to evaluate batch to batch differences (See SUPAC guidance in FDA website for example). Human skin can provide information on the ability of the formulation components to modify the skin and help in drug permeation. Skin can be used for formulation screening.
Since there was a craze for using high arteficial membranes to increase the visibility of research papers -- I tried using the same for a particular study. I used silicone membrane.
The membrane was very very impermeable compared to the animal skins.
Worst -- the result was not at all reproducible.
My answer is no.
