* Some ethics do not encourage it; they see that teaching is very respectful!
* Some heads of departments are not fair, they give more than 95% for teachers who produce no research articles and give less than 85% for some who write about a dozen articles per year, while the scale reserves 25% for Research !!!!
I think how necessary an annual performance valuation is depends on several factors. First, the track record of that department/team/laboratory of faculty— a good track record might mean they’ve earned some autonomy and don’t need evaluating annually. Second, the status of the university and the ranking it wants to achieve— ambitious universities may need to develop their staff. Third, the national system of higher education in question— particularly the funding and evaluation requirements this imposes.
