I do suggest some resources, training materials and many instructions, as well as policies. I do speak about Elsevier. Many interactive courses and on line lectures are available for researchers regarding writing and publishing. 

It is not only important how to write a good paper for scientific journal, as there are many other useful things to do, like submission, revision, ..., sharing and promoting the published paper. Research and publishing ethics is an important issue also. 

All online lectures are free and you can claim a certificate of attendance but we’ll need you to Sign up to the Publishing Campus the first time you attend a lecture.

Dear friends, my duty is to communicate my findings truthfully.  However, scientific journals may not accept my paper BECAUSE I DO NOT BELONG TO A PARTICULAR SCIENTIFIC SOCIETY, MY RESEARCH IS NOT FUNDED BY NY COLLEGE, AND I HAPPEN TO LIVE IN A GEOGRAPHICAL AREA THAT IS FAR AWAY FROM THEM.

BUT NOW, THERE ARE ALWAYS ALTERNATIVES.  PUBLISH WHERE WE CAN PUBLISH, PUT THE PAPER ON RG, AND IF IT'S SUITABLE, OTHER RG FOLKS WILL COME ALONG AND CITE THE PAPER THAT WASN'T ACCEPTED BY 'SCIENTIFIC JOURNAL'.  THIS IS THE TRUE VALUE OF RG!

Dear friends,

I will summarize my personal experiences.

1. The "abstract" and "title" are the important part of the paper. One should write them very carefully. Please do not write anything which you cannot justify in the body of the paper. Do not use any superficial terms, just to make the title attractive. Nowadays, some of the journals also offer graphical abstracts, its has lots of advantages over textual abstract. Please use it. The sentences used in the abstract should be very compact and the used language should be very simple in order to avoid any misinterpretation by the editors or potential reviewers. The abstract should be factual rather than literary. 

2. In the body of the paper, start with a general introduction, citing the work of relevant authors and slowly move down to a area under discussion in the article. Give suitable illustrations and tables , so that reviewers understands the findings of the experiment or the theory formulated by the authors.

3. In the conclusion section, give your interpretations based on the results presented in the body of the paper. please give specific conclusions rather than being general.

4. Please give elaborate references as necessary in the body of the paper.

5. Please adhere to the formatting style of the journal , put graphs and figure in a resolution of minimum 300dpi, use such symbols in the graph so that even in black and white print the reader can distinguish the graphs.

 The abstract is often the last thing written, not the first.

There are several rules for writing a scientific paper such as those indicated by Mishra and Kundu. These rules are not universal, they may change from a domain to another. However, in any case, each researcher has its own signature and even if he read a hundred of rules document, his first paper will not probably be a success immediately. I think the most important thing for the success in the writing of a paper is the experience. So, the first rules to learn is the patience, avoid frustration and desperation due to reviewers comments or journal rejection. Just try and try until you reach your own good signature and methods.

Some researchers ask about citations, impact points and the-index, etc..

The RG citations is the total paper citations of the member, detected by the RG system.

The impact points is the sum of the impact factors of Journal related to all published papers of author.

The h-index of a scholar which has published h papers each of which has been cited in other papers at least h times.. You can also see your h-index graph in Scopus.

I don't exactly understand  your problem, but I think you can add a recognized co-author in the Journal domain, in you paper. in which he will be the corresponding author. You can make some modifications, especially you talk about the scientific interest in the Introduction part.  My be it will accepted to be reviewed.

Good planning of the project, and collect previous works on the subject of the project, select standard methods, statistical analysis and write project story.

First planing, discus the idea with other fellows you want to conduct study with, search you idea on internet to get the related stuff, read all the related publications and current progress in that filed , distribute project among your co-authors ( as four eyes are better than two) , start gathering data, put all that in software , plan your data analysis with an statistician :) then write it. i found above answer full of information for me as beginner.

A good paper must follow the guidelines of the Journal.

Is the perception of what a good paper is individual-specific, perhaps research field- dependent?

For instance:

- Why should referees/editors judge model systems they do not truly know, e.g. someone working on spiders judging an unfamiliar model species/topic (e.g. nesting behavior in a bird)? Perhaps the result is that details concerning model systems are asked that are obvious for those that are familiar with the model species, e.g. when editors/referees do not truly know the literature concerning the judged topic?

Example for discussion? Will a specialist in the genetics of Drosophila and a specialist in the genetics of a non-domesticated free-ranging bird provide the same comments on a manuscript dealing with the genetics of a non-domesticated free ranging bird? Will the specialist in the genetics of Drosophila be more severe in judgement than the specialist in the genetics of the non-domesticated free-ranging bird, e.g. because of the larger available background knowledge in the former model system, e.g. because of logistic/practical reasons? 

Dear Noureddine, the problem is not to write a good paper.  The problem is that journals reject MANY GOOD PAPERS, IF WE DON'T BELONG to their club, and often their reviewers do not have the specific knowledge to review the particular paper.  Have a look at Marcel's thread.  And that is why several authors pay to publish on open access.

@Subhash, even if we follow the guidelines, the journal can still reject our paper for a whole host of reasons, including that our geographical location is far away from the regions of their readership, and so not of great interest to readers.

PLEASE SUGGEST OPEN ACCESS JOURNALS THAT ARE NOT PREDATOR JOURNALS.  I don't wish to publish in a predator journal.  (But it's not easy for me to spot a predator journal.  Please tell me the characteristics.)
