Is the theoretical framework section necessary in a systematic review article?
It depends on the nature of your review article. If the review is related to certain theories / theoretical frameworks, then you need to include, else you don't need to. Reason being theoretical frameworks are more for building up a researcher's conceptual framework / research model that s/he is going to test with empirical evidence. The conceptual framework needs to underpin on previous theoretical frameworks reviewed.
It is not necessary but I think that the theoretical portion could strengthen a scholarly merit of your study because such a systematic review article is quite rare.
Hi! It depends on your research question for the review. If this is a deductive question that for example is about verifying a theory, you need to present this theory in the background chapter, and maybe even in the material and methods chapter. Good luck!

Dear Gang Zhu, this depends on your theoretical reasoning. If you merely describe the literature, no need for theory. If you are trying to build a framework based on the literature (inductive logic), you need to strengthen your proposal by using theory. I agree with Randi W. Aas as well about the deductive reasoning.
