Recently I read an article about predatory journals saying that they charge money for publishing, fake editorial panel, publishes papers which already been published etc. How far this is genuine? I can see most of the publishers which has good reputation and impact factor and I cannot see a publisher which is worst in publishing good quality papers. And moreover some good journals but asks more article processing charges is not in the mentioned list.

For a authors like us what we should consider first? The journal impact factor or reputation or any journal where they have high chance of citation?
