Is the process of artificial seeding of ethical dimensions? If so, do you think the international organizations (WMO, let's say) should develop appropriate frameworks to address potential international problems in the future?
Some of things have more cons then prose and consequently they remains with moral/ethical/health etc., issues. Alcohol, Tabaco etc., are existing examples. Here, related to your query, also we have some pros & cons, e.g., with detailing in https://www.conserve-energy-future.com/pros-cons-of-cloud-seeding.php and
I know there are cons and pros in many issues. There are many regulations controlling tobacco such as preventing people from smoking indoor in the public rooms, the same thing about alcohol. We cannot predict the situation in the future when the more advanced countries use the high technology to make abusive use of artificial rain.
I found this article is very interesting in the website that you suggest:
"suppose that the owner of a private ski resort wants to have clouds seeded in order to increase snowfall over his or her property. If that effort is successful, the ski area benefits, economically. But other individuals and businesses in the area might suffer from this change in the weather. As an example, the county or state might have to pay more to keep roads and highways clear of the additional snow."
That means that problem is not between the neighboring countries, but also between the individuals who live in the same location.
I am sure ski resorts use artificial snow for years in North America, but they are not seeding clouds, they have machines that throw water out that turns into snow.
From my lecture notes, the Chinese have (or had) a Ministry of Weather with 3 million employees that seed clouds for artificial rain. Maybe they do other tasks as well.
If you absolutely need the water, it should be OK to get it from clouds. Is it moral to have deaths, because of lack of water?
Hi Dr Thaer Roomi . Sure it is ethical . Since the process not interfere in the life of other human badly . On contrary it helps the trees and plants to grow because of plenty water added from the clouds . In turn this helps the animals to have a lot of leaves to eat . Therefore, the human is the first and final one benefits from this process. In addition to. this process adds a lot of water for multipurpose for humans, animals and plants .
I am really neutral about this issue but I read some news about accusations that took place between two countries regarding cloud harvesting. Anyway, you mentioned the process of creating snow by throwing water out with certain machines, do you mean throwing from ground or from the above?
