Dear Peter Breuer Well spotted. This appears one big scam. The red flags are as you indicated countless:
-My first doubt is the mentioned contact address “28 Speedwell St, Oxford, OX1, United Kingdom” It is most likely fake
-Indeed as you said “Prof. Henry Ryan” combined with the (somewhat strange looking) photo does not render anything which is strange if he is a real professor (and actually exists as a person)
-The biggest confirmation that there is something wrong can be found in the following LinkedIn pages

-It took me a little while but I concluded that there is no venue so it is all a virtual conference and it bothers me that Oxford is mentioned so prominently (with no other purpose than to mislead)
-They charge substantial amounts for a virtual conference
So, indeed this is a scam and at best there will be an online event but I very much doubt it (and I certainly have no faith in the quality of this).

PS. The journal “Proceedings on Engineering Sciences” seems legit. Their Scopus indexing looks legit https://www.scopus.com/sourceid/21101089333 The same is true for their DOAJ membership claim which is correct (and they ask no APC). So, most likely it is not predatory.
But the thing is that I think that there never will be a special issue where the papers will be published in this journal. The journal nowhere mentioning an upcoming special issue for this event https://pesjournal.net/calls_for_special_issues.php So the claim that papers will be published in a Scopus indexed journal is false.
By the way I think there is no relationship with the University of East London besides the link https://repository.uel.ac.uk/event/8z2y4/annual-international-congress-on-computer-science They somehow got some advertisement space on their website. This assumption is most likely what happened since these imposters organise multiple events (used the mentioned address “28 Speedwell St, Oxford, OX1, United Kingdom”) the coming months (without a link to the University):
I was planning to contact the editor of the Scopus indexed journal they talk about and inform them that their journal (name) is abused to suggest some sort of legitimacy
and to see if indeed they know nothing about this (and I am curious to see how they will respond).
