Is sflm.net working or not?

I was installing the Silvaco TCAD. For that, I had to register the sflm.net/site/sflm/register.php. But I couldn't. On my browser, "The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later" was shown. What should I do in this situation. Is there other method to install Silvaco TCAD?
