Is On-field data of Crop Area Sown Reliable?

I want to compare the On-field data (from Open Data Portal, Government of Telangana https://data.telangana.gov.in/search/field_topic/agriculture-36 ) with the remote sensing-based drought Indicator for agricultural drought monitoring. I have calculated all the Indices by using Landsat8 data, particularly between 20th to 30th of the May month.

So I have two questions:

1) which crops shall I consider if I want to compare the vegetation Indices from May month satellite Images with the on-field data of the Crop area sown for Warangal districts of Telangana, India?

2) How much is crop area sown data reliable? (Means: Shall we consider all the area sown will be cultivated? or shall we consider some loss in area cultivated?)

I have attached a sample of crop area sown data file downloaded from the Open Data Portal, Government of Telangana.
