I agree. In my opinion, it's difficult to arrive to that stage if the country hasn't developed properly. Firstly, an agreement between Government and industry should be reached to offer the minimum services and contribute to local economic development. Afterwards, maybe public and private partnerships could be applied.

I will read ypur paper Sony, but today  there a lot of  many opinons about  default of NPM.

A few day  I was reading to Robert Gregory in Trascending NPM (Christensen &Lagreid) , 2007 about NPM experience.  There was a  very superficial reading on the bureaucracy. Public Administration has been and remains very poorly taught, very fragmented and subjective. Scientifically NPM it can not be criticized too much when compared with the traditional Public Administration megatrends, These are also not known holistically or  many of their keys are falsifiable.

Therefore in my country, the NPM has served a lot for doing business consulting with management fads without public value or added, Also served so that instead of roosters watch the chickens, now foxes are the  vigilants. 

So we need to look for in a new and radical different way, to manage the public problems

Yes, it´s very important. In some countries like Brazil the discussion is always biased in political aspects, between left and wright or keynesian interventionist state and neo liberal state (Washington consensus). I have written about this in my book, Development Projects for a New Millennium.  I would say that NPM may be suitable for routine tasks but let's not forget that in a context of patron-client relations and corruption, simply making formal changes is likely to be superficial, and the private sector/subcontractor if that is the form it takes, is just as likely to be corrupt as the public sector.  See my new special edition of Journal of Developing Societies on the topic of corruption reform.

In my opinion, as a student and independent researcher, we should think beyond NPM aspects for developing countries, because there are many peculiarities that NPM is not prepared to deal with in those type of countries. I suggest that you read "Public Management Reform: A Comparative Analysis - New Public Management, Governance, and the Neo-Weberian State" (2011), an excellent book written by Christopher Pollit and Geert Bouckaert.

This is a very contested idea. Often donor influences (IMF, World Bank) are dominant in the adoption of NPM-like concepts and tools, such as accrual accounting and performance budgeting. Whether relevant skills and systems can be developed is questionable. Moreover, if NPM-like systems are adopted just for legitimation purposes, a symbolic use is likely. It is then an on paper and not an in practice reform. We (Shahzad Uddin and I) investigated accounting reforms in LDCs and the influence of donor agendas on these reforms: see: Jan van Helden and Shahzad Uddin, Pubic sector managment accounting in emerging economies; a literature review, Critical Perspectives on Accounting, forthcoming next autumn, available as paper in press; this paper is part of a special issue with a lot of interesting papers about NPM-like accounting reforms in LDCs). I am of the opinion that NPM can be an effective approach for public sector organization subject to the condition to develop effective governance framework. The develping countries have taken considerable time to develop themselves and if their traditional system  has not facilitated them to grow, it means NPM must be practiced to improve effectiveness and efficiency. On a very safe side some sector(s) may be defined by the respective country and as pilot project for NPM system may be applied and in couple of years the comparison between the two system will empirically clarify the situation. 

If you want to apply NPM, there should be a stable government. I mean most developing country even don't have a working government, so they can do nothing.

There is no way to choose for developing countries - they have or to create effective hierachical administration, or to try to implement New Public Management principles and methods, or to pursue New Public Governance. New Public Management is more likely to succeed if we have more individualistic societies, however it can make harm in some situations if former path-dependency is not clearly understood and defined - You can not simply implement NPM tools where ever You want.

The public sector is very broad in nature, each particular state agency or institution has peculiar mandate and goals, NPM could be applicable in peculiar sectors of developing countries but not all. NPM cannot totally replace the traditional public administration not even in the advanced countries. Yes, New Public Management is relevant to Developing Countries as alternative model to move these countries forward. where and when processes and procedures are sidelined to maintain the status quo, emphasis should be on moving away from the same old format that has yielded nothing positive overtime.

To what extent is NPM relevant to developing countries.

In Nigeria, the privatisation of the power sector is bringing something new on the table. currently, due to prepaid meter, estimated billing is a thing of the past. you use light as long as you can afford. besides, I never knew nigerians can been keen to saving energy untill the advent of prepaid meter courtesy of privatization.

I am of the opinion that things like Driver's licensing and National ID cards as well as Voter's cards administration will be more efficient if outsourced to the banking sectors,

All the approaches how to steer bureaucracies -Public Management, New Public Management, New Public Governance- can be applied to bureaucracies also in developing countries.
