Although N>T, is my N=22 appropriate for GMM estimations?

Is not exactly approppiate, you would need at least a time dimmension size of 20 to 25, and the cross section dimension must be at least 30.
GMM is appropriate for the study(your N>T, also make sure your dependent variable is persistence). You just have to be careful on the number of instruments you are including into your model. Find the attached doc.
As Olorunfemi Yasiru Alimi said GMM is appropriate model for your panel data you can find more information in the attached file page 3.
