Beall's List of Predatory Publishers is now defunct, apparently because of a storm of lawsuits against Beall coming from some of the journals listed therein. However, I thank you all for your recommendations, and actually the criteria given by Balazs Farkas, for determining predatory publishers is highly recommendable. I followed a couple of those guidelines, and answered to the editor-in-chief of the Quarterly Physics review (supposedly Dr. Naonori Ko), that I conferred with my colleagues, and that we had not been able to find a paper of his, which we would need anyway on the grounds to settle the level of technicality (Dr. Ko requested us to write for a broad physics audience). Also, we wanted the ISSN of the paper (which is requested by our funding agencies). This email was almost a week ago (January 26th, 2017; today February 1st), and we have not received any answer whatsoever from him, so, we must assume Dr. Ko can not contest our requirements to prove he has a worthwhile journal. Thank you all again.

Me too. I recommend following your intuition. Look carefully the webpage of the journal and also read the criteria for determining predatory journals (here). I hope I could help to make the correct decision.

If you have understood some of the above comments, the journal has no significant impact factor. It is a journal you should avoid at all cost!
