In India, laboratories are provided or created for the college or the institute or the department. Majority of scientists / at least the scientist post do not have individual labs attached to them. On transfer of any individual to new places, the work which was carried out by the previous scientist will end there only. New person who comes to the post will / may take up new work. The research will not continue. A scientist who want to work continuously in the lab by putting his / her thoughts will not have freedom to work in general labs where all can go and work. So, as per my view it is necessary to provide a separate lab to each scientist / scientist post and not to the department as a whole. Please post your views, so that some developmental work can be planned by authorities.
I think to add to your point of view, this depend on the discipline or specialty. For example to add a lab near a class for chemistry or Engineering science will differ from the lab for psychosocial sciences. However, in most cases, having a near place to practice research is a very good idea.
I believe that the presence of a central laboratory in which all the requirements for the completion of researches measurements and analysis and the presence of people responsible for the equipment available to serve the process of carrying out researches better Than allocation of one laboratory for each researcher as many of the laboratory devices are needed by multiple researchers is not wise Each lab is equipped with the same equipment as the process is expensive in terms of economics, so having a central lab in every college or department is the best solution from my point of view.
In my view Establishing a central lab for separate lab is quite expensive, better to establish a central lab and it may give quality result too because a quality laboratory can be established.

Thanks to all, Muayyad, Ali, Hom... for your views. Cost and quality are the factors quoted by you. No doubt, central lab will have low cost. But it will not help in continuity of research done in that lab on a particular aspect. Suppose assume that, a soil physics lab is there for a soil physicist post, then the research done on soil physical parameters in that lab will continue even after a transfer of existing scientist and arrival of a new person/scientist to that lab as a new soil physicist. The system should become like this as per my view, keep it aside the cost. And quality has to be maintained.
