From the XPS (X-ray photoelectron spectroscopy) data, It is possible to determine the existence of different oxidation states and chemical species present in a sample; however, Is it possible to get information about the percentage of allotropes, such as α-PbO2 and β-PbO2 using XPS?
In principle, differentiation of allotropes can be possible, in the best case like for carbon you have have even different peak shapes.
I wouldn't expect a peak shape difference in your example, but at least there is a change in coordination geometries, so some polarization effect would be plausible. What may ruin the differentiation may be a charging effect that may broaden or shift away the real difference.
