With the ARC Hydro tool you can do that,

You can do this is ArcGIS hydrological tool present in spatial analyst. A serise of steps needs to to followed with starting from fill DEM.

All the functions in Arc Hydro which delineate watershed basins, need a point layer as input which shows the outlet locations.

But in QGIS the "Fill Sinks (Wang & Liu) ", draws the watershed basins just by DEM as input. Means without any point location as additional input data

I need to find out something like that in Arcmap.
