I study plasma miRNAs from frozen samples. A store at -80ºC is recommended. It is possible to extract plasma miRNAs at -20ºC, high miRNAs levels could be detected by PCR but those with low levels could be unstable to detection and reproducibility in your samples.

Yes it is possible depending upon the stability of the miRNA and its amount also. Ite recommended to store plasma at -80 degree C.
