I think that it is impossible to apply the Entropy method to derive weights of criteria without predefined alternatives.

It is because the Entropy method is a statistical weighting method based on the statistical data for the alternatives.

I suggest that you apply AHP method to determine the weights of criteria without statistical data for the alternatives.

I think entropy is a weighting method which is determined based on the influence level among criteria and alternative. Hence, that need to include alternatives in the calculation process.

On what basis is grounded your proposal? Based on intuition?

Intuition is good for selecting many personal things as selecting a vacation place, buying a car, or renting an apartment, but for selecting materials?

Since when the materials needed to fabricate a product are selected by intuition?

Reading the abstract of your paper a paragraph that reads as:

"calculate the consistency ration decrements of all the pairwise comparison matrixes reconstructed by modifying every element of the original pairwise comparison matrix to the lower and upper adjacent nine-point scales"

I recognize that it is at least original, but I fail to understand how you select lower and upper values, with the objective of reducing the DM lack of consistency, but what for?

In addition, I don't understand how you select the values in the pair-wise concept, and how many values do you consider it is necessary?

In addition, do you know if the final value corresponds to a feasible project?
