In the management of cultural heritage, the participation of different actors involved in the management of territorial development is required, one of them is the active involvement of municipal authorities who manage economic resources at the federal level to improve public works, cultural events, regional fairs, training of community groups, among others.
All this depends on each zone or region, on the management capacity and community involvement; the local development planning they carry out, the economic resources destined to public policies that contribute to the conservation of the cultural heritage.
The municipal authority with the town council develops the municipal development plan that defines the public policies and activities to be carried out in a certain period (each municipality establishes what to carry out with the destined economic resources) and each municipality has sectors or councils for each area: education, environment, economy, health, public works, social assistance, civil protection, among others. The municipal authority encourages or hinders social participation in the management of cultural heritage.
