An author publishes various articles extracted from a thesis. If a published article is being cited in another ariticle extracted from the same thesis, will it be logically right? Since it is not a seperate study, just the another portion of one study

Why not? In a thesis you can have a footnote in one chapter that refers the reader to (i.e. reminds the reader of) something mentioned, explained, described, or established in a previous chapter. So if these two chapters are extracted as separate articles, this reference (or reminder) could be preserved by having one article cite the other.
Absolutely, the two papers are independently published; journal articles are accessible; theses usually are not.
Yes, that's ok because the articles on their own stand alone and thus one can cite the other.
