In a document of WHO on http://whqlibdoc.who.int/publications/2003/9241546271.pdf , they recommand to wash medicinal plants before air drying them. But most of the research articles that I find out don't take it into account.
I don`t know what u mean, but if u want to examine the antibacterial effect of your plant on a microorganism so u have to first wash your plant, grind it and put it in ethanol for about 2 days, lypholize it (i mean get it as a powder) and then make a solution of it with a definite concentration and finally use it in your experiment

For any kind of biological activity the material is ussually extracted or prepared juice. What ever may be the process, the plant material needs to be cleaned before you process it further.
