Remember that the solubility of the initiator in the continuous phase is also important. If the initiator is freely soluble, then it should be added after the emulsion is formed and stable; however, if the initiator is only very slightly soluble, then the cross-linking reaction rate may be dominated by the solubility of the initiator in the continuous phase. This also implies that the initiator concentration will be very low in the initial monomer dispersed phase, which will then become the determining factor in ultimate molecular weight within the dispersed phase. If the initiator solubility is too low, you may need to add it before the emulsion is made and take other measures to slow the polymerization reaction until the emulsion size is stabilized.
