Sometimes, it is good to encourage doctoral students to publish but not to stipulate an arbitrary requirement. Otherwise, quality will suffer. In my opinion, one good paper in a quality journal/conference is better than 3 papers written to satisfy a requirement.

My colleagues did their Ph.D. in Malaysian universities, and they are required to publish three articles with a specific Impact factor.

In my university without publication you cannot graduate...This is very helpful for students

In my case, minimum publication of two articles in peer reviewed journal was pre condition for deposition of thesis.

Everybody have to follow the rules of his own university.

Some ask for a minimum number, and category like two journal publication, and one conference.

In University of Lagos, Nigeria, a minimum of ONE publication in peer reviewed journals (university based or academic society journals) is a precondition for PhD oral defense.
