I saw a 4 year girlchild kissed a 3 year boychild on the mouth and she was not reprimanded by the mother. She laughed this off. Why would this be not serious as it would be if it was vice versa?

I will try to investigate the root cause for this .....definitely the environment we give to our child results such astonishing events....and some where we are responsible for it ....
Do we really want to question innocence? Only a grown up can misinterpret such expression of affections. So, if a 4 year old boy kisses a 21 year old female, we think it is adorable.
While kissing a small boy of 4 yrs kissing the girl it is the formation of the friendship & their may be some sort of occasion between two they have conveyed the feeling accordingly .
I will scan my immediate environment first (e.g check if the "PG" settings for my channels are intact). Then, talk to my wife about it so we can tackle it from multiple perspectives.

It's our tradition to hug and kiss three times each other.It has a friendly ritual and a sign of good relationship. It means sincere innocent love. Mother kisses her children, students try to hug their teachers. Especially little ones need love and warmth. From the ancient times it was a kind of charm or talisman (defense from the evil spirits).
Do not expect any type of abuse from a 4 year kid. He/she is innocent. I saw a 4 year boy/kid asking his mother not force him for non-stop kissing on her face due to non-stop sweating.
I enjoy the contributions made already on the topic and see this as an innocent expression of affection by kids. However, alternative meanings could be deduced or attached to this act if the kids had prior exposures to wrong examples from adults in their surroundings including movies.
