The laws of nature don't ``appear''-they're discovered. However the consequences of what's now called electromagnetism appeared much before humans appeared on Earth.

Your question is quite logic and good, although very difficult to answer with our present knowledge of Cosmology. We know the at the very beginning of the Universe (Big Bang theory) we haven't atoms, molecules, solids, planets, stars, galaxies,....But even the electroweak interaction was not decoupled and we haven't electromagnetism or weak interactions separated. This happened very soon ....but therefore we can say that most of the physical laws which depend of this matter was also arisen as the soon as the Universe was cooling following the Hubble law.

In the Heaven Religions, God can create anything instantaneously, but God has created the universe in about some hundreds of thousands of years following physical laws which are created by Him. God kept these laws universal non changeable to permit to any scientist to find it, to use it, to control some parts of nature, to create machines and devices, to communicate, to go back in time to find some phenomenons explanations, etc...

For me, I think that the laws found by the scientific community are not really absolute, it are somewhat relative, contain some approximations, etc...

I think that the true model describing one phenomenon and taking into account of all parameters is very complicated, and researchers, applying some approximations, suggest simplified models depending only on a few parameters , ...

Humans talk about laws of nature-they're a human construct. The Sun didn't start to shine when (some) humans understood how it shines in the 1930s.

For sustenance, equilibrium and survival of any system, certain measures are made to protect it. Similarly, this universe is running on set of principles. These are the laws of nature set by its Creator.

We so proceed throughout the sciences to produce a complete repertoire of "the laws of nature." The laws are of our making because nature is ordered and thus to our eye obeys laws and principles.

The statement "there are no 'laws of nature' as such" is self-contradictory, because for the statement to be true, it must be a law. And it is impossible for a statement to be both true and false (and this is a law).

Any physical theory is always an information. But I asked about the cause of information (the laws) appearance in nature.

I asked this question while thinking about a human, living creatures, about life. Are there any ideas about a connection a man with information processes, particularly with the information creation? What is a cause of coded DNA appearance? Are there any new indeas from biologists? Can we imagine an information as a matter or some object for which we can creates new laws? So it creates the laws about the physical laws looks like in mathematical logic.
