In a recent time, I submitted a review paper for publication in a journal, but the editor told me that am not vast in this area because I have no previous publications. He further said that review articles are for experts who are versatile in the field , area or subject. That before you can authoritatively say you want to review in a particular area, you must have not less than five (5) publications which must be cited in the proposed review article.

Is it a must that you should have some publications in a field/area before you can review in such field or subject for publication?
