In counterpoint of this query, that presentation makes the (unmistakable) point that there is a place for science, technology, and innovation (STI) in the Sustainable Development Goals—which by the way apply to all countries (not just "developing" countries)—but that the narrative in the latter case must veer away from simplistic notions of technology transfer, dissemination, and absorption. For instance, the proponents of STI have ignored the political economy: Who gains? Who loses? How can one navigate differences? Little attention has been paid to local actors, viz., communities, government bodies, nongovernment and civil society organizations, the private sector, research institutes, and universities. Discounting obvious winners, one must know who is not given the chance to create, access, use, and benefit from STI. To note also, the resilience of the "technology transfer" mentality owes much to the political economy of development assistance, viz., cultural, economic, institutional, intellectual, and political interests. Who, exactly, is pushing for a technology solution? Why?

The article argues that the failure of researchers to link evidence to policy and practice produces evidence that no one uses, impedes innovation, and leads to mediocre or even detrimental development policies.
