SM2RAIN is an algorithm for estimating RAINFALL from soil moisture observations. It is not for estimating soil moisture. So the question is not correct, likely due to our fault in describing SM2RAIN algorithm.

If you are interested in estimating the root-zone soil moisture, you can use the Soil Moisture Analytical Relationship (SMAR) model. The SMAR model relates the surface soil moisture to the moisture content of deeper layers using a physically-based formulation. You can find more information in the following papers:

Respected Luca Brocca , groundwater can also be a contributing factor to moisture levels in the soil. This happens only when groundwater is available at shallow depth. Am I perceiving it wrong or can it be true?

Respected Alonso Pizarro , I actually am working with the SM2RAIN algorithm because it suits the necessity of a project I'm working with. It didn't consider root-zone soil moisture levels under the idea that groundwater doesn't exist at shallow depth and it won't be reflected in surface soil moisture level. What if some regions have groundwater at shallow depth and we are not aware of it while using SM2RAIN equation? This is the question I stumbled upon. I thank you for making me aware of SMAR models.
