Thanks to all for responding to my query, I am aware of most of the work, Dr. Amir Neori, is one of the collaborators with my colleague here and I know Prof. Renata's work too. We indeed cultivated Ulva and Enteromorpha (although both the genera have been merged now) on experimental scale.
I would be more interested to know, if there are any commercial farms of Ulva in open waters, any where in the world - like that of Monostroma in Japan. We being the developing country, would not afford to invest at this stage in land based cultivation techniques.
We cultivate around 50 Metric tonnes Ulva lactuca/annum at Netherlands Lattitude at our experimental facilities in Lelystadt the Netherlands. Especially in developing countries with solely maximal solar irradiance, cheap land (desert), oceanic water and seaweeds the investment costs are low. La Huerta Marina in Cartaya (Huelva), Spain is apparently producing several tonnes annually in tanks, have plans to visit this place soon: http://lahuertamarina.com/gb/ for their webshop
Furthermore there is a Dutch company, Zeewaar, cultivating over there since 2013, saying they grow several tonnes annually as well.
Another company, http://seaweedharvestholland.nl/english.html, seems to have big plans, don't know how far they as yet.

DBT-ICT Centre for Energy Biosciences at Institute of Technology, Mumbai has competencies for both cultivation of Ulva on land-based system and downstream process to recover multiple products. These technologies have been tested and evaluated on certain scales.
