Interesting find. Let me first start with what is fully clear to me: The first link is legit. I find several facts for this:
-I checked in Clarivate’s Master Journal List (https://mjl.clarivate.com/ ) and the journal is SCIE indexed and the link to the website is indeed http://www.libraweb.net/articoli.php?chiave=201611402&rivista=114
-According to several sources (see for example here https://en.wikipedia.org/wiki/Theoretical_Biology_Forum ) the journal started in 1919. Looking at the issue number on the legit and genuine site then issue number makes sense. While issue nr 12 on the fake site is not.
-According to https://www.scopus.com/sourceid/13592#tabs=2 (when you have clicked on Scopus content coverage) it is indicated that nine papers were published in 2022. This corresponds nicely with the number of papers in the 2022 issue as indicated here http://www.libraweb.net/articoli.php?chiave=202211402&rivista=114
When it comes to the second link, I see nothing but disturbing issues:
-The site seems not fully operational, suggesting a new start while after some trouble finding it the already published papers are included in issue 12…
-Hardly anything seems to function on the website except the one that tells you that you need to pay 249 USD http://tbf.peerjournals.net/article-processing-charges/
-No editorial board, no contact info (physical address etc.)
-It looks like that the people (peerjournal.net) behind the fake journal are operating behind another fake one as well (http://aatcc.peerjournals.net/ ). Not looked very much further but it looks like a fake version of the real journal which can be found here https://uk.sagepub.com/en-gb/eur/aatcc-journal-of-research/journal203739
So, not sure whether it is right to call it a true hijacked version of the journal but certainly one to avoid.
