Between F7 and F9 gene of FWPV, there is a 32bp non-coding region. It is said that in this region foreign genes could be inserted. Immediately downstream of the stop codon of F7 ORF, foreign genes with promoter are inserted. But, Spehner et alArticle Construction of fowlpox virus vectors with intergenic insert...

states that the nucleotides coding the last five amino acids of F7 3' ORF be substituted with nucleotides that do not change the amino acid coding. Why is this done?

Unless this is done, wouldn't the promoter that is inserted along with the foreign gene be initiate transcription?
