Hi Zeyad Mohammad! Yes, there's some truth in that, but some non-state journals don't have funding. Or usually the cost of publication takes the University where scientists work. Try to find a free journals them a lot.

I think it is not fair to charge publication fees from the author, the publisher should look for donations from other source.
