I am afraid, there is no best way!!! However, two very nice books written by professor Nation (2009) concerning the ways of teaching and/or learning English can be of great help. Learning is individualistic and one has to discover his/her own self-learning styles.
Different people learn English in different ways & the outcomes also very different. I observe in some Asian countries, some people can read & understand English well but they may not good in verbal communication, some can be well versed in both etc. Agreed to Dr. Nizar's point that conducive English learning environment can improve English learning (reading, writing & communication). The conducive environment can include: reading more English books / newspapers / magazines, listening / watching more English channel programs from radio / TV / Internet, communicate in English with other people surrounding you. More importantly, one must have the discipline to practice & practice - as practice makes perfect. Still remembered during school days, we were fined (20 cents per incident) when not speaking English on certain period at certain locations.
