I've heard several times that UV radiation can be used to activate polymer surfaces, similar to what various types of plasma do. But I can't really find literature on that, I'd be interested in parameters like wavelength, intensity and the like.
Does anyone have experience with this method?

Well there are many works on the UV/VUV assisted polymerization, similar to to the plasma polymerization. Many papers are comparing these two methods (see the link). However, the use of UV just for activation and not for the deposition is not so popular, because your polymer will degrade a lot. Not only at surface but also in bulk. It will be something like etching, so the changes will be quite big and deep.
Actually, I always prefer to deposit a thin layer, rather than to plasma activate surface, because thin layer has better aging properties and more reliable and substrate independent (at some extent).
