It can be explained only from Gyromagnetic values or any other reason?

You got it! In fact the value for the gyromagnetic ratio of 1H is 42.576 MHz/T and for 13C is 10.705 MHz/T. So, as you can see γ1H/γ13C is practically 4.
This is the reason why 13C precesses at 1/4 of the proton's frequency.
