You might not have enough bacteria in your sample. You can try enrichment technique.

As pointed out by Sushmitha TJ, you might not be having enough bacteria for your experiments. You may try passing a larger amount of your test specimen through a 0.22 um filter and then collecting the bacteria for RNA extraction.
