You are saying that the results of empirical knowledge (observations and experiments) can allow you to develop effective recommendations. This is true. But if you build a theory of the phenomenon that explains the causes and mechanisms of the problem, you can find more effective solutions and do it purposefully, rather than using the method of bacterial search.
