Usually, every good journal publish invited reviews and quite few ask for your CV. I do agree with journals' policy regarding this matter and have no objection at all. But, my simple curiosity is to know that why journals always need to do so and screen the article on the basis of author/s?? If the content of the article is reasonable and idea is interesting and quite publishable then I think, no matter who is submitting, it must be considered and peer-reviewed.
Because a conscientious reviewer - and the right editorial board - hopefully will not only stare at the author list, but actually read the manuscript from beginning to end, before judging whether it deserves to be send out for reviewing. The IF does not necessarily enter into the discussion at all, especially if the journal is a very good one. Good journals screen for excellence, while bad ones may only want the open access money.

I do agree with your point as you wrote the best and thr righteous situation but practically, I think most of the good journals (journal names can easily be found) publish merely invited reviews. Whereas many others ask for CV at the time of pre-submission of the article.
So, good journals can be categorized on the basis of following points;
1- Invited Review
2- Pre-submission of Review
3- Pre-submission along with CV of first author
In all these cases, what should an early career researcher to do??
Usually the invited reviews are for special issues, where the journal wants to be sure that the review is from authors that are respected in the field. If the authors are strong and well known, the review will be not only a mere summary of previous article but also contain state of art knowledge and recommendations.
But most journals accept also non-invited reviews, and for these I totally agree with Michael Patriksson.
Shakeel Ahmad: Here is a suggestion what to do as an early career researcher to write a non-invited review article. First of all you need to have a good overview of the field to be covered in the review and you should have access to all relevant references. Then think about a suitable journal which regularly publishes review articles. What you can do then is write an outline of the proposed review article. First you should state why the review is timely and of genersl interest. Then you should list the planned sections of the review and give an estimate of the number of references. This proposal could the be sent to the Editor of the respective journal for evaluation if the proposed review article is suitable for the journal. Good luck!

Dear shakeel , yes you are right top ranked journals normally screen papers with strong coresspondence , and somehow i do agree with this policy because a deep insights into topic and timely review can be accompished by experienced researchers more perfectly than early career. As a early career i found if topic is novel and interest with wide scope for researchers then journal definitly consider for publication, just follow the journal instructions and approach with strong opinions.
