are all weights of one block negative? Henseler et al. (2016) discussed this problem on page 7. I'm not familiar with SmartPLS, but perhaps there is an option where you specify the dominant indicator determing the sign of the weights.

You need to re scale your item before you moving to partial least square. It can solve your problem 

Are you using reverse items? If yes, re-scale them before running PLS algorithm.
