Start by asking yourself what questions you want to have answered in the paper you are writing. Are you trying to analyse how academic publishing in the field has developed over the years? Or what is the actual question that you want to answer with your paper? If you want to test a conjecture of yours - that a certain type of phenomenon changes over time, for example - then your literature review should focus on what you can learn from reading the literature following a timeline from the oldest published work you have until today. I know too little to say how the reading should be done, what aspects you should note, and so on, but I think you know what you are looking for. :-)
