To explore a field, case study is always a good method to start with. But in case of crating a generalized conclusion, you need a good amount of evidence in support.
In my opinion it depends on how many research already exists in context of this topic. If you have less research and no appropriate questionnaires etc. you first will have to explore the field as Sukanya already mentioned --> Case Study is suitable. Additionally, it depends on your research question. Are the factors you would like to consider already obvious or do you have to identify them --> for the last example also case studys are suitable.
